Best to note though that usually these services are not cheap and can run a rather high bill (especially for something like fixing an external hard drive).
For your problem though, a few things might pinpoint the issue. chances are the HD is still ok and that you just trashed the enclosure.
Easiest way to test would be to just hook the hd up to the power supply in yr pc and plug it into the motherboard. Anyone who’s remotely handy with computers can do this. Its a 5 minute job.
If its the enclosure, all you need is a new one. They cost about $30.
